How nice of that Mr Harvey Patterson to spare the time to look through a few drawers at TDC, to see if he can find any papers relating to the decision to Install Halogen Lamps at Winterstoke Gardens. Well, I suppose if the Planning Manager couldn't find anything, then I guess Mr Patterson was never really going to find anything?
I don't mind sending emails, but I don't think I can be bothered to get into writing letters, especially without a Secretary and some nice headed notepaper to write on! Maybe someone interested in Neighbourhood Planning might like to sort this one out (the headed notepaper thing, and then maybe the Lamps?). Here is what Mr Patterson had to say today :-
Thanet District Council: FOI Appeal Outcome
Ref No:55310 / 2527171
Subject:Halogen Lamps In Conservation Area
Dear Mr Gays
Thank you for your communication received on 3 December 2013 where you requested an internal review of the decision of the Council in response to a request for information from you concerning the decision to install two halogen lamps in a Conservation Area.
I have now conducted an internal review and I can confirm that the Council does not hold the information in question. Consequently, the original decision is upheld for that reason.
If you are not content with the outcome of the internal review, you have the right to apply directly to the Information Commissioner for a decision. The Information Commissioner can be contacted at: Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF
Yours sincerely,
Harvey Patterson

TDC Planning Manager (Simon Thomas) Knows Naaahh..thing!
Here is the latest email correspondence about those spotlights in Winterstoke Gardens. I might as well carry on with it since their imposition signaled a betrayal of the principles of open dialogue:-

Dear sirs
Ref: 55310 / 2527171
subject: Halogen Lamps In Conservation Area
I am emailing you to request an internal review regarding the email below from Simon Thomas, which claims TDC Planning Department is unable to locate the planning/decision notice giving rise to the installation of the lamps installed at Winterstoke Gardens in 2010. This I find strange since I was given information as to the cost and the company installing these lights in 2011?
If following your internal review it is still the case that the decision letter/email remains missing, then I would like you to consider the possibility of making a public appeal for information about this. I would like to know your thoughts about that?
Yours sincerely
Solo Gays

Dear Mr Gays
Thank you for your communication received on 02/11/2013 where you made a second request for information about halogen lamps.
I am writing to advise you that, following a search of our paper and electronic records, I have established that the information you requested is not held by Thanet District Council about the decision to install twin Halogen lamps in the Conservation Area.

Internal review requests should be submitted within two months of the date of receipt of the response to your original letter and should be addressed to: Information Request Assessor, Thanet District Council, P O Box 9 Cecil Street, Margate Kent CT9 1XZ, or send an email to foi@thanet.gov.uk.

Winterstoke Lamps Re-visited (My FOI Request June 2011)
here is the email I sent to Thanet Council earlier today:-
Dear Mr Martin
Freedom of Information Request / Wintersoke Gardens / ref 29070 / 1787970
It seems from your response to my request of 29/06/11 that I could have been given more precise information about why, and how, the decision to install twin Halogen lamps in this Conservation Area arose, especially as no ordinary street lamp had been in place prior to their erection? I attended the anticipated Ramsgate Neighbourhood Panel meeting at the location on the date and time you gave below, but a parishoner and the revd Peter Adams were unaware of such a meeting in their church? All I need to see is the letter or email from Ramsgate Neighbourhood Panel to Thanet Council authorising this development.
I look forward to hearing from you
Yours sincerely

Simon Thomas keeps cropping up. I've just found his dirty thumbprint on a number of refusals for information as to what TDC has been up to over the past 4 years. He stalls everything, refuses to undertake any investigations and sounds utterly in the thrall of developers while able to hide behind his desk when asked difficult questions.
NOT a man of the people.
