There are 3 main issues of concern I raised at the meeting I attended which, as usual, seems to have disappeared into a black hole? You may be aware I have been raising the same issues right up until the Thanet Compact was moved from Thanet Council Offices shortly after May 2011, and have continued to make representations to various bodies and individuals ever since. I will restate them here:</div>

1) During the spring of 2010 a halogen lamp was placed at the centre of where we meet at Winterstoke Gardens in Ramsgate, a conservation area. Whilst some Illumination is welcome where none had existed before, this light leaks badly and blinds passers-by up to a radius of about 150 metres. No attempt has been made by anybody to meet with myself and others who are affected by this, and the knock on effects are more considerable than you would imagine.</div>

2) For a decade now, the planning department have sought to remove my elderly mother and her partner (who has chronic mental health issues), from the garden land of my mother's former cottage home in Manston. As you are probably aware this has the potential to become the subject of a high court challenge, so I will not go into detail. However, given that your planning department's grounds for removing them are that their home is a new development which is harmful to the Thanet Countryside, you must concede that it is somewhat bizzarre that an organisation of which you are a signatory (EKO LLP), has applied and now appealed for planning permission to build 550 new homes on greenfield land nearby, and which is in conflict with Thanet Council's policy to protect it's countryside from further development? May I ask what steps, if any, you are undertaking to resolve your conflict of interest, which is now a matter of public record?</div>

3) I raised the issue of the undemocratic decision to remove Thanet Compact from Thanet Council Offices after the May 2011 meeting (I retain the minutes of all meetings I attended here). And I went to some lengths at the recent Peer Review Challenge to explain why I felt it is important to hold these meetings close to where decision making takes place in the district. And even if at times the meetings appeared just symbolic, I still believe it had the potential to prevent bad decisions from occurring. I note who is on your email list here, and I do just wonder if even just the Winterstoke lamp issue could be resolved with any of the partners here? However, I am in no position to facilitate this. Maybe you are?</div>

When farmers (linked by their association formed in the 1960's) spoke against my mother's proposed single dwelling in 2009 (her having been encouraged to submit an application by planning officers), they all lied basically, by claiming to represent residents of her road. One was in his capacity as Chairman of Manston Council, Cllr Goodban, and Cllr Neville, in his capacity as Chairman of neigboring Monkton Parish Council (albeit at later application and appeals, and is a near neighbour of then Planning Committee Chairman, Ken Gregory, living in the same road in Monkton). The third, being Arthur Burbridge, who resents sharing a track with my mother.<br />

<u>I cannot overstate the significance of the backing TDC legal monitoring officer, Harvey Patterson, gave to these farmers and the Councillors backing them. Mr Patterson brazenly presented false minutes at the appeal hearing in 2009. Some of the Councillors voting on this matter as Parish or District members, were also Standards Board members who relied upon Harvey Patterson for "advice".</u><br />

The family sat in the public gallery in amazement as Ken Gregory, Chair of Planning, just smiled sweetly at the farmers and was happy to let them go over their allotted time. The application was then duly turned down. We could not challenge them, we were not allowed to as we were told to sit quietly? My mother was then forced into a position of having to pay to apply to these same Planning Committee Councillors for a further two years temporary planning permission. This time the Councillors could hardly contain themselves, click this link to see the minutes of their <a href="http://thanetcouncilstandards.blogspot.co.uk/2014/06/laughter-meeting.html">laughter-meeting.html</a>.<br />

And what with our Chief Executive busying herself creating and/or joining Limited Liabilty Partnerships with other farmers in the area to rubber stamp large developments all around Manston, then we guess there never was any likelihood of her listening and ensuring the case, given the unusual circumstances, was heard by the wider community? And given that it was around this time that the then Leader of the Council, Sandy Ezekial, was having charges drawn up against him for using enforcements to acquire a residents property for himself, for which he was jailed, then one must surely look at what exactly is in the public interest here, by driving my mother and partner from the land they own, rendering it practically worthless without planning permission?<br />

The Meeting my mother had with head of Planning Brian White in 2006 led to an agreed number of applications (starting with a 5 year temporary planning permission which was mysteriously changed to 2?), leading to what was assumed to be Planning Permission in 2009? The start of talks was a direct result of a TDC Enforcement being quashed in 2006 by an Inspector Lemon for it's lack of care. We now believe the approaches and agreements made with Planning Officers and/or Brian White following this quashing, was in fact a trick to create the impression they were listening as a Council (at the very least motives of those involved should be examined?). Because what actually happened was a perception took hold that my mother was being stubborn by not accepting the outcomes of planning committee? This has been endorsed by subsequent Inspectors who seemed intent on glossing over what happened. It is a long way to travel for them, and they were just keen to get back on the road at the end of a long day one supposes?<br />

<b>Background & Appeal to Journalists, Politicians and anyone in the Legal Profession</b></div>

<b><br /></b><span style="text-align: justify;">Following a divorce in 2003 my senior citizen mother had no choice but to live in a static caravan on a piece of garden land which adjoined her former cottage home in Manston. She was joined by a new partner in 2004. A part of the land they occupy had been used as a Horticultural business in the 1980's and 1990's. It is this additional piece of land put together with the former cottage garden land that gives rise to a potential new planning unit. That part of the land which was a Horticultural business has access to the property via a track shared with farmer Arthur Burbridge. Mr Burbridge has been the most vocal in his opposition to any kind of development there, along with tenants of land he rents in the area. He could at least be confident of their backing when purporting to speak for residents of Flete Road. However his claim that he spoke on behalf of ALL residents was strongly rebutted by a neighbour whose property abuts my mothers' in letters to Brian White, see <a href="http://thanetcouncilstandards.blogspot.co.uk/2014_06_01_archive.html">Overview by a Neighbour</a></span></div>

The second-hand static caravan was showing signs of wear 'n tear when purchased in 2000, and so by 2011, having had repeated applications for a permanent dwelling turned down, they made a decision to customize an ancillary outbuilding, which they now live in. Despite verbal agreement with Steve Albon that the works could go ahead (as sworn by mum's builder), along with actions agreed with Building Control Officers, including replacing a flat roof with a pitched one, TDC served separate Enforcements on them both via Steve Albon just over a year later (a week before Christmas) requiring both the static caravan and ancillary building in which they both now live be demolished as of February 2014. In TDC's latently considered view (no Stop Notice was ever issued whilst money was being spent on the ancillary building from July 2011) the ancillary building is now an "Operational Development" and they will now uphold local policy to protect against development in the countryside. The demolition date was recently extended by a Planning Inspector to February 2015, although it is not clear whether an option to grant a temporary planning permission on the ancillary building where they live was within her powers?</div>

A relative has started to make Freedom of Information Requests online which I am told will give the history of applications and objections and point to inconsistencies, underhandedness and a lack of balance in the way the policy has been applied here. There are numerous issues arising here, and I suspect this matter could provide plenty of scope for ongoing copy for the right person.<br />
<br />
To give an indication of the urgency with which I write, it has been established by the medical profession that it is crucial to my mother's partner's wellbeing that he continue living on the land with her. He is incapable of making plans to leave, and threats of suicide have been made. Furthermore, my mother lives on a basic state pension and has no savings left, so she is financially dependent on her disabled partner in respect of keeping this roof over her head. They look after the trees and wildlife on their small patch, and also nurture unclaimed areas just beyond their property. As you can imagine they are sick with worry and just don't know what will happen to them. Below I highlight the recently vacated Bradgate owners cottage. It is only a guess, but we think a lot of the strategic development decisions taken before, during and after Westwood Cross, up to recent proposals for houses all around Manston, could have been conceived or worked on at Bradgate Caravan Park?<br />

Certainly it seems it was expedient or necessary for someone to have Manston Parish Council meet at the Park in recent years.<br />

Bradgate Caravan Park arose out of the Thanet farming community in the 1960's (started by two brothers I believe?), and the links forged between the Young Farmers Association back then and the various farming families persist to this day. Taking positions on various Parish Councils goes with the territory of seeking to either protect or expand holdings. From time to time they will even fall out with each other over border and access disputes.You will find dotted about the Thanet Countryside quite palatial "Dallas" type residences behind densely planted out perimeters.<br />

My contact (now deceased), was at the heart of all this as a young farmer himself in those days and is one of the founders of our gay friendly charity. He was supportive of my mothers' long and continuing battle to hang onto her home and knew all about the dirty tricks the farmers sometimes play. Indeed, such was the rhetoric, both verbal and written, about the position of her mobile home (that it causes harm to the countryside), that he was convinced it was plonked down in the middle of a field somewhere. Instead he was surprised to discover it is tucked away on former garden land that she owns. He was also pleased to find her growing her own vegetables and looking after the wildlife in much the same way as he began his life as a Market Gardener. He was always against farms getting too big and foresaw the damage inflicted on the local small business economy. He was very sad about it all when he died 3 years ago.<br />

<b>The Lost Farewell - The Sale of Bradgate Caravan Park + Councillor Poole's objection to their Development Approval</b><br />

I gather from last week's Friday 11th July 2014 Isle of Thanet Gazette, that congratulations are in order for the former owners of Bradgate Caravan Park for achieving asking price of around five and a half million pounds for the park. This must be in no small measure to the sterling efforts in 2009 of Councillors Mick and Shirley Tomlinson, whose intervention in the planning system secured a valuable extension to the Park . 4 Police cars with 8 officers were dispatched last night to look for a man who was seen making a possible suicide bid. We worked out that it was me leaning over the cliff in a shabby coat looking for a fox which caused a dog walking couple to make a call. It got me thinking about the cumulative negative effect of acts of authority, eg. vans parked on the promenade, overbearing halogen lamps, OTT Police presence, too many signs, ripped out shelter partions etc etc. I hope Orchard Toys won't mind the use of their puzzle? How much more amusing I thought, if we had a helicopter and an officer on horseback to complete the ensemble?</div>

I had to smile when I saw Peter's comment published on <a href="http://birchington.blogspot.co.uk/2013/11/ten-years-further-on.html">Cllr Simon Moores blog today</a> heralding as it does Peter's return to the Good Councillor's fold. Ever since I started blogging back in April this year I noticed Peter periodically bemoaning his ban from commenting on Simon's blog (<i>everyone </i>is blocked<i> </i>from commenting on mine temporarily, not wishing to further indulge the attitudes of a tiny vocal minority whose views remain tediously polarised).<br />
<a name='more'></a> I recently issued a public apology to Peter because he seemed a bit miffed about a post I did which featured an online exchange between us, which I described as an "Interview" (well it is sort of like that anyway isn't it?).</div>

My initial contact with him was through a cruising site where he appeared to be offering "services" in return for being "helped out"? I have noticed this way of working among some gay/bisexual young homeless men lately. The advice given by the charity was vague and non-committal so I decided it was best to ignore him. After all, I thought, he was bound to get enough contacts where he was hanging out?</span><br />

He could not articulate what he wanted (or maybe he wanted me to say what I wanted?) so we decided it was for the best if I drove him back to his "home" town and formulate a plan on the way. I agreed to give him some cash to buy provisions but I insisted upon receipts. This was because I felt it was only fair that I should at least try to get some reimbursement from the charity working with him. He could not really cope with the "gay" angle of our introduction and began to cry and shake when I suggested I should buy the items with him in order to ensure I got receipts (him not wishing to be seen in public with an older(gay) man?). I said to him I had already started a line of communication with his charity about his circumstances, which made things worse. Not wishing to add to his problems I gave him some money with no comebacks.</span><br />

I would then have been comfortable meeting him sooner because I would not have had to worry about these basic dependency issues. I could have then sent him on his way again with some provisions, and this would have bought me enough time to gain insight into his circumstances and offer at least some background support in partnership with them.</span><br />

<a name='more'></a> I was about to speculate that spotlamps are the likely reason for this, when two older members dressed in pastel lemon and pink dresses said these Thanet types have trouble <b>"fitting in"?</b> Bemused, I wondered whether this trouble "fitting in" was down to the way they dress and apply make-etc? The chairperson then swiftly moved on to another subject.</div>

A Police Community Liason Officer had recently found somewhere "safe" for us to meet in Birchington-on-sea for an eagerly anticipated Coffee Morning. As it was to be held this Friday at the Ice Cream Parlour our intrepid PC has been chasing the owners for an explanation as to why they had appeared to cease trading? Turns out it's been sold and the place is closed while new owners wait to take over. Notice was issued with apologies that no alternative could possibly be found at such short notice. Poor old ducks, I feel sure some must have been looking forward to showing off their summer outfits?</div>
